Wash rice till water is cleared, drain water and set aside. Put a saucepan on medium heat, put in oil, onion, ginger and garlic. Cook till onions are softened. Add in anise seeds, coriander and bay leaf. Stir and add in grounded beef. Cook till no longer pink.
Add washed rice, water as required, taste and adjust salt. Add the cloves, cover the saucepan with a lid and bring the rice to a boil. Immediately it starts boiling, reduce the heat to low. Cook till the water is absorbed and the rice is cooked through. Rest the rice for about five minutes and fluff with a long fork or a flat wooden ladle.
Remove cloves and bay leaf, garnish with coriander or cilantro. Serve
